Our Qualicum Bay Horne Lake Waterworks District is still at Stage 3 water restrictions. You may continue to water as per even and odd alternating days for your site as requested earlier this summer. However, you can not wash vehicles, RVs, or pressure wash.
Campers are continuing to report incidents of soaker hoses being left on excessively and/or hoses being in poor condition and water leaking. Our pond water system had to be shut down and restarted to avoid burnout from a hose being left on and leaking. Please check your hoses to ensure they are in good shape and also that automated timers are working.

PARKSVILLE – Effective at noon Pacific Daylight Time on Thursday, June 8, 2023, campfires will be prohibited throughout the Coastal Fire Centre, except for the Haida Gwaii Forest District. This prohibition is being enacted to help prevent human-caused wildfires and protect public safety.
These prohibitions apply to all public and private land within the Coastal Fire Centre jurisdiction, unless specified otherwise in an enactment (e.g., in a local government bylaw). Always check with local government authorities to see if any other burning restrictions are in effect. All categories of Open Fire use are still permitted in Haida Gwaii Forest District.
This prohibition will be in place until Tuesday, October 31, 2023, or until the order is rescinded.

On June 8, 2023 the types of open fires listed below are prohibited in the Coastal Fire Centre, with the exception of the Haida Gwaii Forest District:

Hello everyone,
It's the start of a wonderful warm summer season of RVing. As we enter the summer period, we have a few reminders for you and attached please find the minutes of the last CSH Board Meeting held May 22nd, 2023.
Water Conservation Program
As of today, our Water District (Qualicum Bay Horne Lake Waterworks) is currently at Stage 1 water restrictions. The park's Pond Water system is now on and those who have access to it are encouraged to use it.
Given we've had such a dry May and continue to have warm dry weather, we will start our water conservation program on Thursday June 15th to September 15. During this time, the watering of lawns, plants and shrubs are being restricted as follows: on even-numbered dates for even-numbered campsites, and on odd-numbered dates for odd-numbered campsites, from 7 am to 9 am, and from 7 pm to 9 pm. No soaker or drip hoses may be in operation outside of these times. Soaker hoses observed to be operating outside of the above noted times will be turned off. Hand watering is permitted.

Rule Changes
These rule changes have now been endorsed by the Baywater Inc, Board of Directors. The Clubhouse and Gazebo rule change is effective as of May 8th with the Rental Rule changes being effective as of July 1, 2023.
Laundry RatesLaundry will be changed in the next month or so and will go from the current $1 to $2.

Hanging Baskets and Common Areas To welcome spring and you back to the park for RV season,
hanging baskets have been placed on common buildings. Please help to keep them alive all summer and if you get a chance please water them. It will take all our efforts to keep them blooming and beautiful. If anyone has a few spare minutes please chip in and weed around our common buildings to keep Baywater looking great. Happy Spring campers!
It is nice to see campers returning to their sites for the season. As you begin your spring clean up, dusting off the barbeque and enjoying your campfires, your Executive wants to provide you with some timely updates on things around the park.
Restricted access to the Park’s Electrical and Supply rooms
The 2021 electrical report, audit and advice provided by Oceanside Electric, the Park’s Electrical supplier, confirms that, over the years, there have been unauthorized changes to electrical services including, but not limited to, upsizing breakers. Oceanside confirms that:
1. it is evident that the changes are not to code and were likely completed at times by unqualified persons, and
2. unauthorized and unpermitted changes expose Shareholders to significant liability that could jeopardize our insurance because permits and records on file at Technical Safety BC would not accurately record existing conditions.
Oceanside further confirmed the park’s electrical services are at maximum capacity and should not be altered. No further changes, for example breaker upsizing, are possible. Any discovered unauthorized non-permitted changes will be restored to the audit conditions at the shareholder’s expense by a permitted and qualified electrician. The professionals at Oceanside strongly recommended that access to electrical services be restricted to prevent any additional unauthorized changes, consequently door lock codes have been changed to prevent unauthorized access.
An emergency contact number will be established and posted no later than April 15th, 2023. In the interim, Shareholders requiring access to re-set a breaker can contact an Executive or Campsite Committee member for an access code either in person or by email to baywaterestates2@gmail.com .
Unfortunately access to the supply rooms also had to be limited because supplies, for example paper towels, hand soap dispensers and toilet paper, have been removed on repeated occasions. The supplies have not been removed to re-stock the washrooms, but rather what appears to be for personal use. The supplies are purchased for the use of the Shareholders and their guests when using the common facilities, restricting access to the supplies mitigates loss and costs.
Dryer on forest side
The dryer repair was completed by Barron’s Appliances in late November.
Barron’s also serviced and confirmed the working condition of all of the machines on the water and forest sides and cleaned the dryer vents in both buildings. The technician reported that in the process of dryer duct cleaning, the venting hose in the forest side building may have been compromised.
Unfortunately it was difficult to access the dryer ventilation system because the ducting system is enclosed in the attic of the washroom building. Barron’s was willing to undertake the work at an estimated cost of $300-$500. The technician confirmed that the venting repairs could be done by volunteers at a later date, and that the dryer has adequate venting and could be used in the interim until the ducting was repaired.
The Executive chose to follow Barron’s recommendation, and the repairs have now been completed by volunteers.
All machines in both laundry rooms are working.
Bio Bin
As requested by campers to address safety concerns, the full bio bin will be removed, and an empty bin will be placed on the concrete pad adjacent to the garbage containers within the next couple weeks.
Washrooms Facilities
Ocean Side
A contractor has repaired the damage caused by a vandal who pulled the heater temperature control cover from the wall.
Forest Side
Due to repeated incidents where the heaters have been turned up to full temperature, the heat in the forest side washrooms has been pre-set to a temperature of between 65-70 degrees and temperature adjustment buttons have been removed. Higher temperatures are energy wasting and costly for all Shareholders. Shareholders who prefer a warmer interior environment have the option of using and heating their RV.
Shaw Cable
The Shaw technician inspected and addressed complaints related to pixelation. He also reset the Shaw Go/Passport hardware at the Forest Laundry Room and it is now working. Your Shaw cable box may need to be reset if it has not been used for several weeks. You can call Shaw and provide our address (6050 Island Highway West) and let them know that you are on a Residential Bulk TV service at Baywater Estates. They will require the ‘Host” serial number on the back of your box. When you do reach a Shaw Tech, ask them to send a “hit” and refresh the box.
Janitorial - New Cleaner
Over the winter months, the executive has completed a periodic basic cleaning of washrooms, including refilling of dispensers and taking out the garbage. As we start the busier spring/summer season, we have hired a new cleaner at Baywater - Jessica Balding. Jessica has previous experience cleaning in another campground and lives only 3 km from the park. She started cleaning our facilities the first week of March and is working on a once a week cleaning schedule which is the same as last year. New toilet roll dispensers have been installed in all washroom cubicles. These new dispensers hold 2 rolls of toilet paper (any brand) and lock. In addition to these new dispensers, we have left the original toilet roll dispensers in place, so there are 3 rolls in every cubicle. Spring Meeting - Saturday April 22
A reminder that the annual Camper Shareholder spring meeting will take place on Saturday, April 22 at 10 am at the Lighthouse Community Hall. Please make a note of it - additional information will follow by e-mail.

Upcoming Baywater Hydro Bill:
Your Baywater hydro bill for December/January will be e-mailed soon. BC Hydro has issued a significant “Cost of Living” credit of $1,921.90 in their latest billing to the Park. This credit has been applied towards the usual “common hydro” credits (50% laundries income; 50% rental fees income) and reduces everyone’s hydro bill by the same amount. You will see this credit calculation on your bill. Shareholders will not receive a credit towards their personal electrical consumption charges. In the event that this credit is rescinded since we are not a residential property, the credit will be reversed on a subsequent Baywater hydro billing. Baywater hydro payments are due at your earliest convenience upon receipt of the bill.
Highway Access Metal Gates - Forest Side
Over the winter months, several board members and shareholders have noticed the gate(s) from Highway 19A to the forest side open for extended periods of time. These open gates compromise the safety of our park. In the past few weeks, there have been unknown suspicious vehicles observed entering the Park when the gates are open. Also, with the gates open, dogs have been seen entering the park and defecating on some lawns.
The Executive has asked, on numerous occasions, that Shareholders comply with the order of the Ministry of Highways and access the forest side via Baywater Road only. Permitted vehicle access to the Park directly from Highway 19A is restricted to emergency access or special use, for example moving in/out an RV. Regrettably, as a result of recent events, the Executive has no choice but to lock the gates closed. Pedestrian access gates will not be affected. The Executive confirms that Emergency services, Fire, Ambulance etc. knows that Baywater Road is the primary vehicle access to the forest side of the park. Spring 2023 CSH Meeting:
The Baywater Camper Shareholders Spring Meeting is scheduled for 10:00 am on Saturday, April 22 at the Lighthouse Community Hall. More information will be sent before the meeting, but for now, please save the date. The day following, we invite all Shareholders to attend the Spring Social hosted by your CSH Board members at the Playground Green Space on Sunday April 23rd. More details for this will also be shared closer to the date.
